ITCA Tribal Water Operation Certification
The ITCA water and wastewater training course evaluation program is designed to meet the
needs of the Tribal Operators and to provide an alternative to State Certification
Programs. The ITCA programs have reciprocity with the State of Arizona in Operator
Certification areas and 38 states in various certification means.
Level 1 Certification
To obtain Level 1 Water/Wastewater Certification through ITCA, the following specialty
course must be completed in association with the General Module Course. Each course is
completed with a 50-point/question exam.
A score of 70 points out of 100 or a 70% is considered for certification for BOTH exams,
the general module course and the specialty course combined.
Required:
General Module + 1 Specialty Course = 100 points total
A composite score of 70 or better qualifies the operator for Level 1 Certification in
the specialty area.
Specialty Courses include the following:
- Water Treatment
- Water Distribution
- Wastewater Collection
- Small Wastewater System - Lagoon
- Wastewater Treatment - Activated Sludge
- Water Laboratory
- Wastewater Laboratory
Level 1 Laboratory Certification - (DOES NOT REQUIRE GENERAL MODULE)
- Water Laboratory
- Wastewater Laboratory
Level 2 Certification
To obtain a Level 2 Certification, a 100-point question exam will be given.
A score of 70 or better is required to be certified.

- Water Treatment
- Wastewater Treatment
- Wastewater Collection
Level 3 Certification
To obtain a Level 3 Certification, a 100-point question exam will be given.
A score of 70 or better is required to be certified.

Level 4 Certification (in development)
To obtain a Level 4 Certification, a 100-point question exam will be given.
A score of 70 or better is required to be certified.

Operator In Training
Operator in Training classification are applicants that do not have the qualifying
experience to become a certified water/wastewater operator. An applicant may take the
examination and be recognized as an Operator in Training upon passing that particular
module. An Operator in Training has one year from the day he/she is notified to acquire
the qualifying experience to received a certificate. Failure to provide proof of
meeting these requirements within one year time frame will require that the applicant
retake the examination to be eligible to receive certification.
